Census 2020 Factsheet

Despite the vital importance of the census, we face another potential undercount of young children in 2020. In 2015, $2.8 billion in federal funds was allocated to Maine based on census data. Much of that went to programs critical for children.

Child Poverty in Maine 2020

Growing up in povertycan dramatically impact a child’s life. Child poverty can adversely affect children across all developmental domains, beginning in early childhood and lasting into adulthood. Living in poverty also increases a child’s risk for poor health, cognitive, social, emotional, and educational outcomes. Adults who grew up in poverty are more likely to earn less, to have chronic health issues, and to struggle to maintain steady, stable employment. This is especially true for adults who spent long periods of their childhood in poverty, or periods of their childhood in deep poverty. Therefore, it is critical to the health and well-being of Maine’s children and to our shared future success, that we work to eradicate child poverty in our state.

Family reunification is the process of bringing together children and families when their children have been temporarily placed in out-of-home care. The goal is to help each child and family achieve and maintain an optimal level of connection, from full re-entry to other forms of contact, such as visiting, that affirm the child’s membership in the family.

Child welfare continues to appear in headlines as policymakers and state leaders react to the challenges faced by our state’s child welfare system. Information about the efficacy of the child welfare agency is important and deserves routine discussion and thoughtful analysis. However, our focus and attention cannot stop there. Why are so many families struggling? We must find ways to work together to help parents and caregivers provide safety and stability for their children.

County ARPA Funds Recommendations

Since the onset of COVID-19 in our state, Maine families have faced unprecedented health and economic challenges related to the ongoing pandemic and resulting economic downturn. Even as Mainers are being vaccinated and leaders are looking toward economic recovery, we witness the ongoing need for relief. We appreciate the work of Congress to provide support through the American Rescue Plan Act of 2021. Now leaders in communities across our state have a unique opportunity to utilize these funds to strengthen and stabilize families.

We are writing to request clear guidance from the Office of Child and Family Services (OCFS) to licensed child care programs regarding emergency funding and policies that can help providers and the families they serve remain financially stable during and after the ongoing COVID-19 crisis.
